On Tuesday, September 15, the Clark County Commission—convening as the county's Redevelopment Agency—voted unanimously (6-0) to approve $10 million in redevelopment funding for the revitalization of 800 Liberace Avenue, the historic former Sahara Event Center located inside Las Vegas' Historic Commercial Center.
Insomniac currently leases the property, and county officials have been actively collaborating with the global dance music powerhouse and Electric Daisy Carnival (EDC) promoter to repurpose the space into a premier live music and special events complex. The $10 million allocation is earmarked to support future property acquisition and structural rehabilitation, with disbursement scheduled once the commission board formally approves an operating agreement with Insomniac.
Inside the Liberace Avenue Blueprints: Warehouse Floor & Open-Air Grounds
Preliminary design and investment filings submitted to Clark County records outline an ambitious multi-tiered venue concept designed to accommodate both intimate club shows and large-scale festival gatherings:
Main Warehouse Floor: An industrial-style ground hall configured for 18+ live electronic music performances, boasting an estimated capacity of 5,000 attendees.
21+ Mezzanine Lounge: A dedicated elevated VIP lounge overlooking the primary stage for older patrons and private events.
Expansive Outdoor Grounds: High-priority plans to activate the adjoining county-owned parking lot for large-scale outdoor block parties, open-air stages, and food & beverage activations.
County documents note that architectural layouts remain subject to refinement as formal development progresses. An official venue name and target opening date have yet to be announced.
Bringing the 'Factory Town' Blueprint to Las Vegas
The combination of an industrial warehouse interior and expansive outdoor stages echoes Factory Town—Insomniac's flagship nightlife compound in Hialeah, Florida. Created from the bones of a decommissioned mattress plant, Factory Town quickly became one of the country's most celebrated underground electronic hubs, hosting marathon Art Basel and Miami Music Week takeovers across seven acres.
Insomniac Founder and CEO Pasquale Rotella has been open about wanting to bring that winning format to the West Coast. Rotella previously highlighted his ambition to establish permanent Factory Town-style properties in Las Vegas and Los Angeles, emphasizing the need for turnkey production and lighting infrastructure so local and independent promoters can host shows without prohibitive rental overheads.
Insomniac’s Accelerating Las Vegas Expansion
The unanimous funding vote follows a milestone year of expansion for Insomniac across the Las Vegas valley:
Strip Takeover: In May, the inaugural World Party Parade rolled down the Las Vegas Strip ahead of EDC's 30th anniversary, drawing thousands of dance music fans into the street.
Two-Weekend EDC: Days after the festival, Insomniac announced that EDC Las Vegas will officially transition to a two-weekend format starting in 2027: EDC Dusk (May 14–16, 2027) and EDC Dawn (May 21–23, 2027).
While some neighborhood residents voiced concerns at the commission hearing regarding traffic, soundproofing, and neighborhood density, commissioners showed strong support for the project's potential to inject new economic energy into the Historic Commercial Center. With funding approved, Insomniac is set to establish a year-round desert headquarters for electronic music culture.
